Altoris provides Behavior Support Services to help individuals attain and maintain a maximum level of emotional and social functioning. Our consulting services are available to individuals, families, organizations, and facilities throughout the Greater Portland Area and surrounding regions. These services are also provided to eligible Medicaid clients and their caregivers through a contract with the State of Oregon, Department of Human Services (DHS). Our Behavior Support Services are founded upon the principles of person-centered care, positive behavior supports, and self-determination.
Altoris works with people who face behavioral and other challenges in their lives, as well as those who care for and support them.
Our services focus on developing supports in a person’s environment and improving their interactions with family, administrators, and caregivers to address:
a) challenging behaviors,
b) cognitive processing,
c) communication skills,
d) self-help activities,
e) impulse control, and/or
f) adaptive skills.
Our professional Behavior Consultants complete a thorough assessment of the client’s circumstances and conditions, develop a detailed and customized behavior plan, provide coaching for the client's caregivers and other members of the support team on the plan, monitor implementation of the plan to ensure its effectiveness, and then reassess and modify the plan as necessary to assure attainment of the goals.
The services Altoris provides to Medicaid eligible clients must be authorized by the APD Case Manager. If you are a Medicaid client, or a caregiver or member of a support team for a Medicaid client who would benefit from Behavior Support Services, contact the assigned DHS Case Manager to learn how to receive our services. Altoris Behavior Support is an Oregon limited liability company that provides Behavior Support Services in the Greater Portland Area and surrounding regions. The Company has been operating in Oregon since 2014.

In providing Behavior Support Services, Altoris is guided by best practices founded on the principles of person-centered care, positive behavior supports, and self-determination. We are available to provide our consulting services to any individual, family, organization, or facility dealing with challenging behaviors.
Under our contract with Oregon DHS, our target populations are Medicaid eligible seniors, people with disabilities, or others who: a) have a current behavior or a history of behaviors which might jeopardize their current residential placement, or b) have caregivers who are requesting help to improve their ability to serve a client with challenging behaviors. Our services to these clients include:
Case Consultation and Case Review. Throughout the process of providing Behavior Support Services, we collaborate and consult with other professionals working with the client, including the DHS Case Manager for Medicaid eligible clients, and multi-disciplinary teams to serve the clients effectively.
Strategies and Processes to Develop Behavior Support Plans. Our Behavior Consultants employ a basic four-step approach to development of meaningful and effective Behavior Support Plans.
Step 1 – Assessment. The Behavior Consultant gathers information through a combination of person-centered planning and functional assessment. Throughout the process the focus is on the client and we engage with the client to understand the key component required for a person-centered plan.
Step 2 – Planning. We then develop a hypothesis or summary statement to set forth conclusion as to what causes and maintains the behaviors of concern.
Step 3 – Development. Working from the hypothesis as to the causes and maintenance of the behavior, we construct a personalized Positive Behavior Support Plan.
Step 4 –Implementation and Evaluation. The Behavior Consultant then works with the client and the support team to implement the plan, continually making observations to evaluate the effectiveness of the plan and making modifications as necessary to its maintain effectiveness.
Wesley Carson, Chairman and Chief Executive Officer, is the Co-Founder of Altoris Behavior Support, LLC. Mr. Carson holds a Bachelor of Arts from Brigham Young University, a Master of Public Administration from the University of Illinois, and a Juris Doctor from the Georgetown University Law Center. During a 45-year career he has practiced labor and employment law, served as a Human Resources executive, held the position of President of a publicly-traded company in the United States, and was Chief Executive Officer of a publicly-traded company in Canada. He has extensive experience performing volunteer work with the underprivileged, and from 2008 to 2022 also served as the senior executive of the Carson Holdings businesses serving vulnerable populations in Oregon and Washington. In 2012 Mr. Carson became a Certified Eden Associate for the Eden Alternative, dedicated to eliminating the plagues of loneliness, helplessness, and boredom among elders. He has also been a Certified Behavior Consultant.
Lori Ireland is President and Co-Founder of Altoris. Ms. Ireland earned a Bachelor of Science degree from the University of Oregon with a Psychology and Sociology double major. She has also received certifications in and conducted trainings on crisis intervention and behavioral management techniques. In addition, she completed the State of Oregon’s Behavior Consultant Training in 2010 and has been authorized to conduct Behavioral Consultant training and evaluation. Ms. Ireland has been a Certified Senior Advisor since 2009, and received her Oregon Intervention System (“OIS”) certificate in 2012. From 2008 until 2013 she also served as the senior management official at Carson Holdings with responsibility for directing all care operations in the Greater Portland Area. Prior to joining Altoris and Carson Holdings, Mrs. Ireland was Director of Client Services & Privacy Officer for South Bay Vocational Center in Harbor City, California for more than five years, where she oversaw case management, counseling, and crisis intervention for approximately 270 clients.
